    Let's say I find a PR 6 dofollow blog

    Then I comment to a new post that still have a PR 0.
    Does it mean that I won't get a quality inbound link?

    If that's true, then I have to scan the PR of individual posts in that blog, and prioritize on pages with high PR.

    I just experimented in a PR4 do follow blog, each pages in that blog have different PR. Favorited posts tends to have good PR, while newer posts have low PR.
