    I used this program for 6 months and they paid very well. But starting May 2010 they disapproved many (or majority) of their approved publishers, and with no reason.

    If you applied to their program, read this first (taked from their website):
    So, if you not in this category, don't waste your time, you will not be approved.

    I personally would not call them as scam, but cheaters.
