With limited funds, it’s no wonder that many freelancers are turning to other alternative promotional vehicles to introduce their services. In fact, most freelancers look into self-promotion through different online channels.
But this is a common misconception of most freelancers. Although a limited budget may mean limited access to the most expensive ads such as your full color flyer printing campaign or your large format poster printing project, it doesn’t mean that you should settle for a mediocre piece.
On the contrary, having a limited budget means you will be able to come up with a more creative ad campaign that will help you effectively introduce your freelance services to your target market.
And it’s not all print ads actually. You can also try some alternatives that can help you promote your business better and in a much cheaper way. The internet offers a lot of advertising possibilities to freelancers and small businesses alike.
The key is not therefore be frustrated just because you happen to work on a very limited amount. Freelancers are often very imaginative, especially when it comes to stretching their money and making sure that every penny is put to good use. They may not have the money, but they do have excellent marketing tools that show professionalism and credibility.

Thousands? Try millions, Facebook is one of the most popular websites on the Internet.
Facebook isn't the solution to poverty, I have no idea where you managed to get that idea from.

Here is what I hate. I go to hire someone, and I ask to see some of their work, anything, then I get a bunch of random links to look over. Usually its nothing professional, and its not that hard to create something on wordpress, or blogspot or something.
As a buyer, who do you think I prefer to hire, someone with just a couple of random links, or someone that has taken the time to put a page together showcasing their work.
While there are many free alternatives, take a look at I4u.biz which was created to bridge the gap between no coding skills, limited funds money and needing an "online business card" (or mini website), something quick, simple and affordable.
Ok for example, here is a freelancers "business card" alin.i4u.biz, now putting that in his signature on different forums, putting that on facebook, or other, if the guy uses linkedin, he can even put his link there, means that people can easily find out more information about him, and can contact him.

I guarantee that the freelancer the owns "alin.i4u.biz" would have alot more clients then someone going "oh i have an image here and an image over there...."

There are lots of ways to use Facebook as a tool to make money. Promoting an offer, etc. But it's more of a tool than a solution. Making money on Facebook is a lot like making money in the newspaper. Being in the newspaper doesn't earn you anything. It simply draws attention to something else that you're doing to make money.

Freelancing is definitely a means for the unemployed or underemployed to make money. But it becomes difficult if you have no computer, no internet, no electricity, no literacy skills, etc. Poverty on a global scale isn't fixable through freelancing on the internet.

No kidding! Facebook has something like 1.5 billion members worldwide, with 699 million logging in daily!
