I am going to setup an article and tutorial website like http://www.webdesign.org and http://www.goarticles.com What features do you think an articles website should have? Anything that you have found missing in the sites mentioned above or other article/tutorial websites?
I would suggest you keep the design simple and text clear. Don't put too many graphics. Also try giving something unique to your visitors. Give better navigation, more search options..

I recomend the Joomla CMS. Thats what i use on www.mizde.com which is the same type of site as you wanna make sounds like.
This is a competitive area, there are 100s of article sites, you need a USP to make your different otherwise why would an author choose your site? One possiblity is to specialise in an area, one big enought to get many articles, but focused enough to bolt on some related forums, etc.
