A little bit more information would be appreciated. You want writers to contact you with offers, but there is no information to go on to create an offer. What? Writers are expected to create an offer such as, "Will submit one 500 word article a day (5 days a week - Monday thru Friday) on Candy Crush Saga winning strategies for level # (new level discussed each day), to your ezinearticles account for $15.00 per article.", and hope that is what you're looking for or close to it?

We're not mind readers. To create a proposal / offer, basic information such as:

How many articles per day or week?
    How many words per article?
    Article topics?
Your own EzineArticles account or do you want the writer to use their own account?

would be helpful. That way, writers can determine if they want to submit an offer. If so, the writer can then create an offer based on the project requirements. Your needs.

The more details you include in your project post, the better for both you and the writer. Your time is worth money. The writers time is worth money. Why should a writer waste their time contacting you with an offer when they don't even know exactly what they are basing an offer on or if it's a project they want to actually work on? Why should you have to waste time talking to writers who contact you with offers that don't meet your needs? By giving some basic information on what it is you're really looking for, saves both you and the writer a lot of time, money, and hassle. The process of matching a writer to a buyer just goes a hell of a lot quicker and easier when the project is clearly defined from the beginning.
