    I'll rewrite for $0.01/per word, but that's the lowest I'll be going, if you find anyone else doing a lower price then that, then they simply aren't English.

    Either they native language isn't English or it is and just in dire need for money. But sounds like OP just needs a proofreader more than a rewriter.
