I think this is not allowed. Anything that draws the user's attention towards your ads and that which is not within the ad itself will be looked down upon by Google.
I agree with MoneyPlanters' response above. It's just too risky, knowing that Google has eyes everywhere and it may be only a matter of time before they penalize you for it.
Thanks for your comments, because I read up some guides mentioning about cartoon characters looking at the ads might increase CTR, got a little confused.
Not allowed at such but you can be creative, not too obvious, like not sticking it right at the ad, but still if one person is glancing in a direction, it also directs the reader to look at the space, so in this space there can be content and an ad, it'll still work in focusing the reader to this area.
