You can't get money back from scammers without chargebacks. Scammers don't care what you tell them. I personally would like to see all scammers banned from life.

The best way is to do charge back, Email paypal that you didnt got the products/services which seller said .. and the seller will be banned from paypal and u'll get your money back. Hope this helps you
Paypal will not do anything if, the goods are intangible. You have to speak to your credit-card company.
yes paypal will, i bought software recently and it wasn't as it should be, i opened a compaint and had my money back 4 or 5 days later.
Well, when I had a similar issue, Paypal just told me that my case involved virtual products, i.e. intangible products, so they cannot help me. Did you have a physical product involved, i.e. a CD or a Parcel..or something like that?
Paypal will not refund you for virtual goods. This is not covered in Paypals cover, and they tell you to take the issue up with your credit/debit company if you want to pursue the matter further. The transaction must involve some kind of physical item, if it doesn'tm, in 99% of cases, you will not recieve any amount of refund, and the seller will not be refunded.
Seoindiaweb is just another scammer talking still free on DP. This is why he is saying stupid things about the PayPal refund policy... As suggestions - just try to get to know as many things about him and report him wherever you can .. he will be busted sooner or later.. Fool me once shame on you, Fool me twice shame on me. The above is what i like to follow you were scammed once don't let it happen again follow the guidelines given by sites such as paypal etc. Also make sure you get the correct information from a sale and do a self search on the information supplied and see if you can corroborate it.
PayPal Disputes dun cover intangible goods...even if it has a letter and a digital product. You are covered, you can claim for that piece of paper..

The funny thing is that Paypal give money back if you say you did not get the stuff but if you say it did not look as you planed then you gett f*ck all.
Scammers prey on those who are often too eager to strike a deal without investigating what the transaction is all about. It does stink, but it certainly is buyer beware when dealing with the internet! I hope that you can get your money back.
