Someone who writes an article for that amount of money is likely to be unfocused and unenthusiastic about the work. Money speaks. The more money I am paid for a project, the more research and effort I am willing to put into each article, unless the project is related to a topic that I am naturally passionate about (in which case I would not mind being paid a little less).
Most "writers" that charge $1 and such spin articles so I guess they are not really "writers" I guess you could call them Content Providers. $3 you could probably find someone that lives in a country that $3 will actually buy something to write(write=sit down and actually write) an article. In some countries $3 will buy the same amount of living necessities as $30 will in L.A. California. so if they can pay rent with 10-20 articles that's not so bad.. If you live in L.A. you are going to have to write 30-$30 articles just to pay rent. This is why people are "outsourcing" because people will work for cheaper that live in less expensive countries. So people can rant and rave all they want but prices will always be what the market sets and it is a outsourcing market. If people were not looking for cheap they would not be hiring writers on the internet from a outsourcing market they would contact a local writer in their own town just like if they wanted a quality website they would not be looking around on DP.
Is there a universal quantifications for the qualities that a writer should have? You could have a good writer, that gets $50/article, but in the perspective of Shake Spears he's just a guy writing some crap online.
Well, it all depends on where the writer is from. Since I'm a writer myself, I hate to see the prices go down like this, but some Filipino writers are just as good if not better than native English speaking writers. But you never know what you're gonna get though...

Personally, it doesn't matter where a writer is from. An Indian or Filipino could be an excellent writer as compared to anyone else. Believe me there are many so called native English speaking writers whose actual credentials stop at 'native'. Nothing more. It is just the low rates that seems to kill the industry.
Indians, Filipinos? I'm sorry but even in Italy, some webmasters offer some small sums of money, such as € 0, 30. I do not know what is in dollars in return? About $ 0.40. Article type 300 words for 0,40 dollars for example. United States are best for writers. For Italian writers $ 3 is a high price for a post of 300 words. Obviously I intend to write post in Italian.
Writers work for this low depending on where they live,how this amount converts in their currency and their own financial needs.
You generalized people from countries you mentioned. Writing is a fashion, you can be from anywhere in this world if you have the fashion to write you will excel in this field however if you work just to earn you're probably trying hard. Don't underestimate the capability of every person. If you want quality, pay for it because what you pay is what you exactly get.
The funny part is that when I have offered my services in writing (note: Not as a writer), no one took note and wasn't interested either. So people that try and offer their services for $2 an article, might be surprised to find that people don't even want to pay that in the end.
Even more funny part is to offer a job for a writer on a regular basis without required amount of articles per day, but rather 3-4 a week (it suited the writer) and never get a reply I don't care from which country writers come from, as long as their English is fluent and they are willing to take some time to actually research the topic being written. On the other hand, there are many examples of obvious auto-spinners with no sense for semantics... There has to be a golden middle regarding price and quality
