And why this makes them a fraud? Some people get such mail from google as well. Does that means they are also fraud?
Has your friend been clicking his own ads? Has someone been clicking his ads over and over just to get him into trouble? 30% is extremely high for click throughs - I think pretty much any ad company would suspend / ban an account for that rate of clicks.
well yeah 30% is extremely high, and has to be questioned, Cracks me up when ppl say "My Friend" - we all know that "My Friend" = "Author"

the ctr does not matter as long as you send quality traffic. Keep this in mind. If your traffic converts, you can have even 80% commision. I have like 20% ctr on my mfa websites and i never got banned because i know what kind of traffic i am sending. Maybe sometime i will tell you how to send converting visitors.
30% is somewhat up to question, especially on 0% conversions. I usually end up getting about 1% click-to-convert ratios even on my game sites. My CTR is only around 1%.
