There are, yes. One that springs to mind is Blogsvertise. Check the details for yourself to be sure. It's different from most other pay to posts because they email you offers - you can't go looking.
There aren't really any good quality pay per post type sites for young, unpageranked blogs. I have looked myself, but I think the only option would be to wait, and keep your blog going until you can apply.
You could also try CreamAid. They do not add a lot of opportunities though.. and the ones they provide get filled up very soon.
Build up your site before you go out looking to make money with it. Too many newbies think that they have to go and make money from their sites right away. Establish yourself and the money will come. Give it time.
I had 2 or 3 in PR then i wrote to much and google kicked me down to 0 now i am back to PR3 after i filled my blog with normal stuff as well.

A number of SEOs are of the opinion that outgoing links bleed PR. So I think yellowberry means that he put too many sponsored links in sponsored posts on his site and all his PR bled away to nothing. Once he started adding real content with no links or just a few links his PR improved since he now had more pages and he may have gotten a few inlinks as well.. *switches off mind reading device*
