    i thinks more script for test offline
    [wordpress,jomlla,mambo]
    but u must instal apache first if u want try php script,,

    if u want easy try frontpage or dreamweaver :D

    i used to use dreamweaver but it needs basic understanding and foundation on html. other than that, the software is also not free, yet almost all functions and tools are made click and drag. it is a visual oriented site builder.

    If you do not want to learn dreamweaver and script is not important for you, you can try some flash website builder such as A4Desk Flash Builder, which can be fully install on your PC, let you edit website locally without script, then upload to your web hosting a/c.

    but can you tell me why you need offline site builder and not online one?

    Well if you want, you can also get down a few free templates and edit them in Dreamweaver or Flash Professional. The outcome will be wonderful, but like previous posts said, these programs will not be free.

    alternatively you can buy a template for $100 and pay another $100 to a freelancer who will edit it... that's not a lot for a ready-made website

    Apart from the solutions that were shared by fellow members here, there are various other free website builders available too which allow small business owners to create a professional website. I recently used http://www.webstarttoday.com and found extremely easy and comfortable to use. It also offers a lot of features like attractive designs, content, uploading of images and videos, photo gallery, SEO, monitoring, hosting, domain name purchase etc.
