Are there any new SEO techniques since 12 months - I need confirmation

I have been out of the SEO game for about 12 months. Last time I played with SEO directories were OK. Now it seems that Google changed a lot of things. So can someone list AGAIN some white hat techniques of getting high in SERP? Is submitting articles still OK? Bookmarks? Blogs? Forum links? Press Releases? Anything I shouldnt be doing? Anything else I dont know about? Thanks

Techniques are the same as before but now link building needs more relevancy and good content.

 

Techniques are changing slowly, so you have to keep yourself updated with the changes.

 

There is no new technique after Penguin Update.

 

Techniques not changed but some rules are changed like as if you are not follow SEO techniques properly, then you loss only keyword ranking rather than website ranking.
