Are there any international affiliate programs that pay via paypal?

    By "international" I mean they aren't a US corporation which has to file 1099's with the US government (and thus no need for me to file a W-9, and please don't debate me on this, let's stick to the topic).

    So is there any international affiliate programs that pay via paypal as per described? Preferably an off-shore or in a low-regulated country (unlike the USA :p ) or something so I don't have any *different* regulations to jump through.
