    I am not sure of a plugin, but when you upload the image it gets an attachment url to allow commenting.

    When adding your image you can select it instead of image url in the linking options.

    do you mean uploading an image in a post? Thing is I have 1000 images and I was using NextGen plugin but that does not allow commenting of images. :(

    By deafault, WordPress allows you to tag and comment. So whats the need for a plugin here.
