Purchasing on eBay is not available in all countries because some countries don't have access to Paypal or Skrill (Moneybookers) account yet. So there's always room to build a site similar to eBay but I believe you should differentiate your site from eBay instead of copying eBay's auction listings and fixed priced listing. The other thang is being trust between customers and sellers as more people grow comfortable with purchasing goods online. Question you should be asking yourself is how are you going to make your C2C marketplace site different to stand out from eBay and most other marketplace sites to get eBay or any other investor to come knocking on your door to either partner with you or to buy you out to gain more market share.

What exactly do you mean? Do you want to establish another site that provides the same services that Ebay gives and compete against it? If this is what you mean, then I don't think you can be successful with it. Ebay is an established and it pretty much gives all the things that its users need and want. Better think of a different idea if you want to make it big in the online business.
To assume EBay is the be all, end all is to assume to much. For instance, listyoshit.com lets anyone list, anything without registering. EBay has outrageous fees for things like bullion (silver and gold). That is just too much. Plus, EBay has turned into an 8+% tax on everyone's auctions. It's the EBay tax. For frivolous stuff, that's fine. But, for basics, like tools, clothing, and electronics, it's just not right. And, EBay has all these restrictions. I think these sites get to a point where they get so big, and so restrictive (to protect their position), that they become uncompetitive, and irrelevant.
+ eBay charges 8+% tax on sellers now because they have to report what you earn to IRS but doesn't allow eBay sellers to collect state and or county taxes in all 50 states from a prospective buyer whenever they make a purchase. Seller should be collecting taxes from buyers who resided in same state as the seller.
I believe there are holes in every market, if you position yourself correctly you can be successful within any niche. That being said eBay is a mammoth in the online buying and selling industry, in order to be a serious contender you would need to have an insane marketing budget to build up hype prelaunch. You'd need to build a list of buyers and sellers before the site even goes live and have their items prepopulated before launch. On top of this you'd need extensive adwords, youtube and facebook advertising to build the hype. That's how I would approach a website like this anyway. Definitely doable IF you have the budget to promote it.
lets not forget eBay is also part of the global none paying tax cartel. The only competition eBay have are the affiliates like Amazon (who also do not pay state taxes), who I also believe are even more expensive. Only use eBay to promote your business name, keep the good stuff on your site for customers to find and you make the most profit from
Well, in many undeveloped country it is possible. But those countries all ready have some webs like that using their own banking channels. So you would have compete with them. And, you gotta remember, no copyright available in those countries.
Exactly why Chinese products are doing so well. eBay is not available in all countries keep this in mind. As Bigbash stated you have to research the existing payment options companies, distributors or agents are using and how the item is going to get to your customer or where your customer can pick up the item nearby in their country or region. Having an eBay competitor is not impossible, you simply need the investment capital to developed, launch the site and market it.
