I can't see why it wouldn't be good. Although all these links will come from the same domain, they will be of less value. Also, do any of these blogs have dofollow?

BlogCatalog.com is very good as traffic source but it puts nofollow to external hyperlinks.

It seems like Google does not give a lot of credit to comments on blogs, that has been my experience.

I think you understood it wrong. The blogs listed in blog catalog does not mean that they are only on that domain. When you click on blogs you go to the blog site directly. Then how can you say comments are on same domain??

I think you are not doing your blog commenting properly there. First, nofollow links in comments section won't give any benefits either in pagerank or google SERP ranking. So, even though you comment 10,000 comments on nofollow blogs, it won't give you any benefit.

Secondly, if you common on dofollow blog pages that have many outgoing links (100+), the value of your backlinks dropped too. It doesn't matter if it is a .edu or .gov dofollow blog. The value is still very low if that particular page have 100+ outgoing links (nofollow + dofollow).

can you back your claim here about 100+ outgoing links would drop value? i have seen sites that provide outgoing links in 100s yet they are of high PR.
