Are such sites allowed??

Hi,
Today while browsing the net, I came across a site, that was listed on google's search results page (through adwords).
The site was about "content management systems".
URL:- http://all-free-info.com/content/

Now this site is made for the sole purpose of earning through adsense, i.e. it is a MFA.
Probably he is giving 10cents for adwords click, and getting 30cents through adsense clicks..

Please tell me is this legal!??, Will google not ban him,?? and if it is, how is it still up there and running.
He has placed the ads in such a way, that probably he will have a CTR of atleast 50%.

WHat do you guys say..?

 

This is legal unless G updated their TOS not allowing these type of sites.

 

lotsa sites like that now, soon everyone will be adsense blind and most of us will suffer =(

 

At these prices it wouldn't work - he would need 1 in 3 visitors to click an ad just to break even and i doubt he gets a 33% ctr

They are probably sending volumes of free traffic on top of the Adwords Ads OR paying bare minimum on Adwords

 

50% CTR on these kind of pages and with advertising it can't go through.
