Remember that short URLs are contextual, that is they depend on the algorithm provided by the company issuing them. They're great for short terms, but they may become problematic in time. So, definitely, they're not good for SEO in the long run.

Google has said they get treated the same as any other 301 re-direct and they pass PageRank and even text value (though this could only be surrounding text, the same as in image search, since there is no text cover on a short link, and Twitter has no-follow attributes) so in most cases where they are used, the SEO value ( rather than pure traffic value) is low.
The truth is you lose a little bit of link juice with 302 redirects. Just test it for yourself. Also, 302 is Google friendly but Yahoo and Bing is the whole different story.

They're all good if they're 301 redirects. There's no SEO problem with using them. Matt Cutts confirmed this on Google Webmaster Tools's video channel on YouTube.
