I wouldn't recommend a proxy site. The Adsense TOS says: "No Google ad may be placed on any non-content-based pages." Which pretty much means proxy sites. I got into Adsense by just making a blog on Blogger. I put up three posts and then applied. They let me in. Pretty simple.
As I understand it you can use adsense the frontpage of your proxy, assuming you have some sort of text content on it. You cannot show it outside that page though.
Proxies are not against TOS if you put content on them. There are many publishers earning from their proxies. @OP: if you are afraid about starting adsense, you can use blog instead.
I don have a clear idea about the whole Proxy subjects relation with ad sense. However if you are having content on your proxy site, i don see no reason, why Adsense won be allowed there...
Gmail has a free site included. pages.google.com Just write a short paragraph on it to just to have a content and submit it to adsense. 99.9% chance of approval
I think try make a blog first after google accepted then just put your adsense Id at your proxy site , I used to be do this cheers
They turned my proxy site down, had to make another site to do so. Quickest way at the time was using googles blogspot

I suggest you apply for adsense account with a blogger blog, just make a blog with 10 or so posts and apply for adsense account.
