Are PR’s like frequencies, you invert one & they cancel themselves out?

To achieve good PR you need to have Back linking from a site that has a good PR? Correct?

Now if I link back to them now we have a reciprocal link correct?
If everybody on the planet did this, wouldn’t the whole ‘concept’ cancel / null itself out?

And is the goal to get a PR1 or a PR 100?

    Thank you for your patience.
Before you tell me to go do my homework, I was just reading wikipedia….

Goal would be Pr10 and only few will ever have Pr10. Google and few more that is it.

Reciprocal links add value to lower rank site more than higher one. One way links add more to your site. Examples would be directories and posts on forums that are ranked.

The more links out of your site the more page rank you loose. You link to site that links to you is reciprocal link. It helps your site and thiers but you still want some one way links so you get better rank.
