Are pings and traceroutes legal?

Does anyone know the rules about performing pings and traceroutes? I reason I ask is, I was planning on adding a ping and traceroute function on my website to allow people to perform a ping or traceroute to a specified host, similar to network-tools.com or dnsstuff.com. I've heard that traceroutes can be interpreted as "port scans" and I know for a fact that port scans are not legal and can stir up trouble.

Does anyone have any advice on operating a website that allows free pings or traceroutes?

    Thanks.

Ive done some looking around on various free traceroute and ping websites and as far as i can see there are no laws stopping you.

But before i started anything like this up i would check with a legal department just incase

But on the other hand most pings on free hosts and traceroutes only go to port 80 - and port 80 is a public port
