Are PayPal personal transfers to India working?

    I was thinking about paying some guys in India via the personal transfer option to help them avoid the PayPal fees but after Googleing it, I read an article saying that it is not being allowed but the article is 4 months old.

    Is this still an issue or are personal transfers to India ok now?
