Normally businesses will have main site like ebay.com for example that will have links to sub-sites and that is why editors reject them in favor of main site. Imagine if users of Google's stores.com all million or more of them start dumping their store sites in DMOZ or AMRAY or any directory that have no tolerance to spam...
