I often get solicited for link exchange but I often decline. I like to have a purpose to link....such as to friends or to websites I really like myself. Does it do any good to link exchange? I thought that was a think of the past?
Yup, they're definately important, considering the fact thate the internet is based on links. If there weren't links, the Internet wouldn't exist. For this reason, if you find a good web site with good content you should link to that site because I think it's also a good thing for your visitors (as long as you link them to a related website that contains quality information).
I like your strategy, this is what the web should be built on. Recip links are a waste of time for the most part anyway.
For SEO purposes, the link swap has been depreciated horrendously. I would advise against swaping links just to get better SERP's. This can work against you, too. You best do research on this before acting. Safe - not sorry!
Depends on the quality of the links you have. Having links that nobody comes from(for referal traffic) or have no pagerank (for search engine ranking) are practically useless.
It's very important because if there are no link to your website, that's mean you don't get much result on your serps, no page rank. No improve your traffic by linked ... etc

Personally I avoid to do link exchange. I get a lot of emails asking me to do that but I just ignore them. Link exchange used to be a very easy way to rank high in the search engines a few years ago, not anymore. I would rather focus on getting one way quality backlinks than wasting time dealing with links exchange.
Yes! Link exchange is very valuable for your page authority and domain authority. However, you don't want to get out of hand and have a hundred links on your site either. Do some research on the websites that are requesting links, some of them might be gems!

links are critical - link swapping might not be the best way to get them though. but linking to stuff that you like is also good for your site and your brand. try to find sites that can link to you too
Yes, it is still important and make sure that if you get request for link exchange check the link is it related or not and is it same PR or not, so both get same quality backlinks.
