Reciprocal links exchange used to work pretty well back in 1995. A few years later it's a whole different story. However since it's the easiest and most commonly known way to build backlinks, people still do it.
Just remember that link exchanges are usually easy to detect. e.g. 3 way link exchanges are easy for google to detect, just remember that google have access to all the data we have in the search engines plus a lot more stuff they no doubt hold on to. So they can query the data (the SERP's) in different ways to us. That's the theory, but if you think about it, it makes complete sense. Google we know do not show all backlinks in the SERP's, why would they withhold this information? To prevent Internet Marketers figuring out too much I think link building should be all about natural links. No matter what linking you do, if it does not look like normal user linking, then I feel confident that it can be found by google. Whether they take any action on this is another thing. For the most part I avoid link exchanges these days. 99% of the link exchange requests I get are from junk websites. In those cases they would gain much more than I would from a link exchange. Google doesn't particularly like reciprocal link exchanges though. So it is probably best to concentrate on other link building strategies.

in short yes they do if done smartly. never get links from a DEDICATED LINKS page and you will do fine
How is this even possible? Situation - 3 different (related) sites, 3 different IPs. We will call them Site A, Site B & Site C: Site A links to Site B Site B links to Site C Tell me, if the sites are on different IP's how can Google 'easily detect' that Site A & Site C are owned by the same person / business?
The best way to get other sites to create relevant links to yours is to create unique, relevant content that can quickly gain popularity in the Internet community. The more useful content you have, the greater the chances someone else will find that content valuable to their readers and link to it. I have a client ranked under 600 with having 800 link (create by website owner) I never used to link building Just trying to improve better quality and services on web. Ppl automatically open a way for you. I never go to submission in directories (except B2B, which helpful), it gives you nothing! statistics. Google don't need to 'prove' anything - they just need reasonable doubt to pull the trigger. But feel free to argue - go and build a 3 way link farm. See what happens.

I agree with the above statement. Always exchange links with those who are relevant for your website and whose PR must not be less than yours' PR.

For link Exchange : Site should not be junk. Site should be relevant category. If the site having huge traffic might added advantage. Do not worry about site PR.
