Skills and knowledge is not limited to any country. A person having a good knowledge is always the best regardless of the country he belongs too. Every country has a mixture of good and fake skilful persons. So it depends on the person you are dealing with not on the country.

be clear with your requirement and quality. They are good if they are genuine. Some of them are not good even.If they are not good then 40% of total project will not outsourced to india. But again saying you the same quality depends.

Skill and knowledge in developing a website isn't the only thing that's important. A beautiful site that works wonders, but sounds as it was written by someone who has never heard English, and transliterated Hindi word for word, is a site that sends customers away. It tells most users that the owner of the site can't speak English, whether that's true or not.

Quality of the individual developer's coding is what you should more concerned about. Also is the developer keeping his/her programming skills up to date with the latest versions for each language and or framework they may be proficient in and knowledgable about.

It depends upon person to person and company to company , Can we say that all fruits are equally sweet in a Basket ?. Take the interview properly before hiring the person . We are also from India serves several clients across the globe , all of them are 100% satisfied with the work and cost.

I do not think that quality is affected by where a person comes from. Indian programmers are cheap though, offering an equal quality of coding.

Well Indians are good in programming and there is no doubt about it.
    1. All the US based IT giants outsource their work to India. Why?
    2. Hotmail, Photoshop, Fedora etc... all these have an Indian connection. How?
    3. Indian Tech school rank decently in the world ranking.
    4. Competition is high in India, so if you are good you cant.... you need to be the best. So you only the best students end up in the top tech schools of India.
    5. Communication is not an issue anymore. English is the medium of education.
    6. If you say that Indians take up too many projects... No, it is their quality that people give them too many projects. After all there is a demand for good skills always.
    7. Work is not cheap. It is only the difference of currency values.
    8. And lets not be racist, good programmers can exist anywhere, in any part of the world.

    Well in this context:
The West has given us enough problems that sucks our money. Colonization has left us with lot of issues which the west must answer. Nothing is being done for free. No one forced any organization to outsource, everyone is free to employ the local people.

I have ever had same project with Indian. The project is software development in Thailand for automotive company. He was programmer, and now he is project manager. He did not eat meat. He is vegetarian. His religion forces him to.
Comparing him to person from Thailand is quite interesting. The IT skill is same in average. The age is same, around 40.
The difference is the Indian is extremely strong in depending his opinion, he did stick to his idea. The minor mistake in programming will be big problem
    for him.
The result is software he delivered is 100% free from bug.

Good, bad and ugly... You will find all three. I have had wonderful experience and nightmares both with Indian programmers. I think its universal and no matter from which country you hire, there are chances of you getting a hard time. So its better to judge any one's skills well before you decide to hire him.

In my opinion it doesn't matter where you hire/outsource programmers as long as you know how to find the right person for the job and tasks are done with quality on a reasonable time frame. However, looking only on one area will miss you a great chance of hiring talents and skills.
