Doorway pages can have good intentions but still be frowned upon by search engines. It could be a legitimate landing page; to measure the results of a specific promotion or campaign. These types of pages are often created exclusively to spam search engines, or misrepresent a site's content. So, it's safe to say search engines can and do penalize doorway pages.
