I only submit to DMOZ directories and that's it. Then I focus on article marketing and getting backlinks to my websites.
Directories with authority make a big difference, like botw.org. Google knows these are human edited, so they legitimize your website..as does the Yahoo Directory
It's very annoying to submit to directories to start with. I was never into submitting except to dmoz and i luckily got approved on many occasions. Google still use them for their own human edited directory so i'm sure it worth something. Most of other directories are spam-my and I believe they can also hurt your website than helping. Good luck
None of my directory links show up in site explorer anymore. No one reads directories, doubt if G counts them anymore, waste of time in my opinion.
Web directories are still worth if you are considering them as supplement strategy and not a main link building method. There are plenty of free and dofollow directories but a minor to none value would be given. I would recommend going with quality web directories from the beginning if you are serious enough with your business. Most of high editorial directories are not free and the money you paid was not for a listing fees but editorial fees (no inclusion guaranteed - may be no refund or full / partial refund upon agreement).
This has been my experience. Niche directories provide some underlying support, and they can be helpful for anchor text optimization, too. That's how I would test for the effectiveness of directories if I doubted their usefulness. Build some directory links with a variation that ycan be tested in the SERPs. Here's how I evaluate a directory (not necessarily in this order) 1. Is the directory human edited? 2. Is the page where my listing belongs indexed? 3. Are the meta tags and title relevant to my site? 4. Are the other listings sites I am proud to be associated with? 5. Where will my link be placed? The position of a link matters. The first link in the listings is more likely to send traffic, and that means it has more value in Google's eyes, because the likelihood of a random surfer clicking the link is significantly greater in that spot than any other place. There are other elements I look for, but this is where I generally start.

Directory submission to add back link and improve Serp Ranking is a very old concept there are chances that Google may consider your site as spamming site with your link at lot of low quality pages or dir hence it should not be considered as a best way to promote your site.
There are many free directories and some directory sites are useful. But we don't know exactly which directories are useful. So, do the submission in as many as directory sites and that helps to improve your ranking.
If someone(lets your competitor) submitted your site to hundred of poor quality then will Google consider your site as spam ? I don't think that Google is so fool.
