I am a designer and plan to open up a T-shirt shop, where I will be creating satires of celebrities and political figures. basically my question is that if I make a sketch of paris hilton, am I allowed to sell it on a shirt?

Celebrities can trademark their name if it or their talent is of a distinctive nature. They do have the right to prevent the commercial use of their name or image used in a way that is clearly referring to them. So the short answer is no.

They can trademark their name if they see people banking from their name. Other that, no.
