With a regular website, you could use macromedia dreamweaver to design the site through templates... but still, it is going to be a lot more work spending time on the design of the site instead of the content... If you are going to use a blog, be sure to pick a theme that is tightly designed and looks good with the adsense blocks... tight design is crucial... Many blog themes that I have seen are not maximized for reasaility and adsense... so invest enough time in the beginning to make the design perfect...
