You could find some Street fighter emulators on the Piratebay.org, just make sure to read the comments on the torrent first before downloading most people will say if the torrent files are fake or not. As for TV on your laptop I have been looking around for the same thing. I'll let you know if I find anything..
There are plenty of console (SNES, NES, SEGA, Neo-Geo, etc) emulators around. Many of which have decent Street Fighter ports available for them. Have a look at Zophars Domain (zophar.net). For watching and recording TV, have a look at DX, they have lots of cheap and nasty TV tuners: http://www.dealextreme.com/search.dx/search.tv tuner Just make sure you read the reviews, and make sure it will work in your part of the world. I've tried a few cheap USB TV tuners (for digital terrestrial in AU), they all work, but can be a bit clunky. I finally got an AverMedia Volar 805. It's way better than the cheap ones (and 4 times the price), and works perfectly for watching TV and record/scheduling stuff.
