if you use an arcade banner exchange (usually 100x100 or 125x125)....what do you prefer...networks that work off exchanging clicks for clicks or impressions for impressions?

Definitely impressions for impressions for the single reason that there are a lot of banners on networks that don't attract many clicks. This can work really well if your site's banner attracts a high CTR -- when I was with Arcade Banners my banner had a consistent 5-6% CTR.

Clicks to clicks and I can't personally seem to find any. The reasons for this is because so many people cheap with these banner exchanges by putting them near the bottom of their website and they are put by about 5 - 10 other banner exchanges making you have a less chance of a click.

When I were using banner exchanges on an impression to impression basis on my quality site with quality traffic I was sending on average a 3% CTR for external sites and getting back on some of them around that amount, but with some under that amount. 2 banner exchanges I had sent quite a bit more than a 3% CTR with one of them I was sending around 11% CTR due to the location that I had the banner located. The result from that is that I was receiving less than 1% CTR back.

Since all this I have not found any click to click banner exchanges and have therefore stopped using them completely due to the unfairness of how they run.

This is just my experience on them though.

I would also go with impressions..If your banner is good, you will be getting clicks

yeah sometimes I can see that they can be unfair...one thing I just implemented on my exchange was this:

Users have a smart ratio of earning...if their click through rate is(example):
    0.00-0.3% their ratio is 10:1....

it progresses all the way up to if they have a 5% ctr their ratio is 10:10

I'm sure it will weed out those who throw their banners waaaay down at the bottom

I agree with that...if you read the above post that I made...you'll see a great system that really forces users to place their ads in better spots if they want credits back
