    just go to the website of paypal. follow the step by step instructions, update to premium. you must have a credit card to use the full feature of paypal

    If you are planning to signup with Paypal, the first thing you should do, check their Terms & Conditions.
    I'm not yet eligible to post links (cuz of my post count, which is ok), but if you goto paypal.com, you will find the link.
    This is extremely important because Paypal DOES NOT work like a 'Bank'. And a lot of folks pay for overlooking their Terms of Service.
