I guess the fact that I am Canadian is the only reason I cannot sign up (register). I received confirmation, but there are no provinces and it does not accept my postal code.

Any advice? I have contacted Y! and I am awaiting a response.

I'm pretty sure the beta is only open for residents of the states.
At least thats what I've be seeing, so I never tried to register.

    # Is Yahoo! Publisher Network available in countries other than the United States?

At this time, the beta version of Yahoo! Publisher Network is only available to publishers within the United States. We will provide details on availability in other countries as soon as they are available.

So on average it takes a week to be approved? If they deny you when it's in beta, could you sign up when they officially open?

It takes longer for most people, 3-4 weeks. They have sent out approvals in waves (all on the same day) so I think it depends on catching the next batch of approvals - and no one knows when that will be.
