    Domains can often be worth less than registration fees, if they registered it for more than $8 :)

    I would develop the site. There are people looking for ssl certificates and you might be able to send them in the right direction. Are there any affiliate programs avail?

    As a name only, I'd say this one is sub-registration fee - but as a developed site it could be pretty valuable.
