Appraisal Please (referzone.com)

    Thanks in advance for any help guys/gals.

    The domain is referzone.com. It has been registered since 2004 but I found stuff on wayback machine for this domain as long ago as 2001. It is currently PR3 and I have done nothing with it since I bought a month or so ago. The target niche for this domain could be some sort of referral service or even a web directory. I am trying to figure out whether I should develop it or sell it as is. Any estimate you can give would be greatly appreciated.
