Many affiliates in CJ deny my application right there... I click on the button to apply and receive the message that my application has been declined.

Could you please tell me why is it so???

Is it IP restriction or something else?

Some advertisers reject everyone that isn't in a certain country (e.g USA).

Then why CJ is international? Paying to affiliates is CJ's headache... I think they should change their policy... :)

CJ works like an agency grouping lots of different advertisers. Some of them are internationaly, but some not. So, you probably just bumped on that "only USA" or something like that, advertisers. Just look forward for another. ;)

Just email them and explain what a value you would be, half the time you will get in.

trepxe-oes - what country are you from?
I get rejected from about 1/15 applciations (I'm from Australia).

Also, make sure you have some sort of privacy policy on your site.

Privacy policies usually aren't checked (though a few programs still do it) when the decision is made to accept/reject affiliates in programs where affiliates are manually accepted or rejected. If you're getting auto-declined, there could be a few reasons:

Publisher automatically declines anyone with fewer than X bars of earnings.
    Publisher automatically declines special/incentive sites.
Publisher automatically declines publishers from your specific country.

Just contact the program through CJ's mail system to see if they'll reconsider your application.

Country & EPA is only the reason to decline automatically !

I think some merchants will only accept applications from long standing affiliates who have a history of supplying leads

If affiliates have all those little green bars to judge merchants by, I imagine the merchants have their own little green bars to measure affiliates by as well
