App development platforms

I've got a small app I'd like to get made and am reviewing platforms for price, tools, and support. It seems some are really expensive but have tools that justify the price for complex apps. The feedback on others is that after you launch the hidden costs appear. I don't mind getting in and writing code but learning c++ doesn't feature high on my list of challenges right now.

My short list appears to be
    • Buzztouch but I will need to buy a mac. The membership fee is tolerable, there is a paid plugin that will shortcut the development process and I can self host so I'm not tied to their platform directly.
    • Appgyver but I'll need to upgrade to win8 which is cheap enough but I'm concerned development with steroids will be really fiddley.
    • Xamarin looks good, has a local user group but costs per platform and is c++
What is everyone else using and why?

What is the value in a mockup? Can you take the mockup through to production?
