API Access for RefundTransaction failed with the result: "You do not have permissions

API Access for RefundTransaction failed with the result: "You do not have permissions to make this API call." when I try to enroll my web site.

I have created and deleted the Paypal API multiple times.

    What am I doing wrong?

Not sure... Do you have a verified PayPal account?

Everything looks exactly right. My PayPal account type is "personal". Could that be the problem?

Possibly... PayPal "officially" says API access only works on premier/business accounts, but it still worked. Maybe they started enforcing it?

Would make sense if so... Personal accounts are really just for paying, not for receiving money.

Upgrading to Premier was the trick. Now the site has been added. Thanks!

Good to know. It *does* make sense... but yeah... PayPal was allowing API access to personal accounts before. Seems they finally stopped that.

Everything's set up and inserted into web pages. How long before ads start flowing?

Really depends on your site. The advertisers form a relationship with the publishers directly (they even pay you directly before any ads run). It's best to have a fallback configured so you are showing something (like AdSense) when there are no ads to be served.

I am having trouble with the same message when trying to upload my first ebook to the marketplace:

"API Access for RefundTransaction failed with the result: "You do not have permissions to make this API call.""

I'm afraid I don't understand the steps put forth in the above thread. Can you please explain in more detail what I should adjust at Paypal?

BTW, my account is a standard business acct, not a personal acct. I don't know about the premier status, though.

Are you getting an error in your PayPal account when you try to set the permissions?

No, but it only allows me to set the first 2 of the 4 permissions. The last 2 don't show up in paypal.

I get the message after clicking 'save' at the bottom of your ebook submission page.

Hmmmm... which two show? Can you post a screenshot of what you see in PayPal by chance?

Y'know, I just got off the phone to paypal, where they showed me how to edit those items. I went into the list (just like the screenshot you provide at the top of the upload page) and selected the four permissions you ask for. I then went back, re-submitted the ebook, and it gives me the same exact error message.

    Arg.

Hmmm... maybe the change didn't get saved in PayPal for some reason? The top of the eBook form also gives a link to edit existing permissions. Double check that it shows up there when you go to the edit existing URL.

LOLZ.. I figured it out. I had entered the wrong API name for you guys. It said 'paypal_api' rather than 'sales_api'. How that happened, I have no idea. Let me try to upoad the book again. Third time is a charm...

    No worries... glad it's working.

BTW - I know how retarded the whole process is to enable third party use... We have applied to be able to use PayPal's Permission Service API, which more or less will allow us to give you a link to PayPal, and you just say "yes" or "no" to the permissions being requested.

Hey, quick question, though totally unrelated. After I got the ebook uploaded, I read through the FAQ's at the top of the page. It stated that I wouldn't be able to post an ebook for sale in the marketplace until 2 weeks from today! Is that really the case? Because when I go to the marketplace and look under that category, the book description is right there.

Is it live already? Or do I have to wait 14 days and make 25 posts as stated in the FAQs?

Thanks again for all your help today.

Oh, and sorry to hear about your cat. :)

It's live... the FAQ refers to the old marketplace and needs to be updated.
