when i typed my ip before i had a router i was able to access my apache server
therefore i could give my ip to other people and they could access the websites on my computer.

now when i type my ip, it enters the router configuration page (as if 10.0.0.138)
    how can i change it?

You need to setup port-forwarding on your router, set it up to forward port 80 (or whatever port your server is running on) to forward to the ipaddress of your computer (local lan ip) also if you are getting a router config page then you may need to disable remote administration on your router because it will by default use port 80 and won't allow you to forward it.
