What is better? Apache or IIS and which would be best for hosting solutions in certain cases.

Are you thinking of running apache on windows?

If you don't need ASP or .NET and its a choice from apache for linux or IIS for windows I'd take linux hands down. However if its a choice of apache or IIS on windows, I don't have a clue to be honest.

Its Linux apache vs. Windows IIS and which is faster to setup accounts for people for hosting solutions without using cPanel.

I actually have my MCSE and managed IIS servers for about 4 years. My 4 personal servers are all linux/apache if that tells you anything. ;)

It seems people who say things like that about IIS don't have a good grip on what the command line is all about.
