    P4 2.53GHz
    120GB SATA
    1GB DDR RAM
    CentOS 3.5

    Using 50% swap memory
Iowait of 12-90% it goes up and down every minute
    Load average under 2

The culprits are apache and mysql, but mostly apache using about 70mb per process. Which files should I be looking at to tweak this server and what values should I be messing with.

Are you sure it's 70MB total per process? Apache for me uses ~100MB per process, but of that only 2.5MB is private memory (memory allocated JUST for that process). Most of the memory is shared (for example you could have 60MB that would be shared among all processes, but still count towards the total of each process). You need to find out how much PRIVATE memory each process is using.
