My hosting provider does not support it even tho they have apache installed. Is there anyway to rewrite URLs on a windows server?

If they have apache, it has a big change that it supports .htaccess. Ask them if they support .htaccess. You can mod-rewrite it.

I asked them but they said the only use of the .htaccess file they support is protecting folders

    That sucks :(

Well, the last idea I know is manually add 301 codes to each and every files you have. You can find the codes from Google. It's available for ASP and ASPX or other languages (I assume you use that). It's a hard work, but it works if you are stuck.
