You can find link exchange partners in this forum. They have a thread for people who want to do link exchanges. Its also better to do link exchanges in your niche or field. I would just contact site owners in your niche to do a link exchange with you. Thats what I do. I dont like using link exchange programs.
Just make sure you research your partners extensively before exchanging links. Additionally, check out Publicity Wheel
I don't recommend Reciprocal link exchange.... try to get as many incoming links as you can..that is the best way!

Try to go link exchange at DP section and search for some good deal. You can try directory submission too
Since many forums or blog today is turning no-follow link and some directories is very slow in term of approving your site link exchange is one of the useful idea to get quality link. You must choose a related site and high PR like PR4 and up I recommend authority sites,.... try also to get a .edu and .gov for possible good rankings.

I get a lot of 3way exchange proposals. Most of the time the offer is they place my link on some PR0 website and I place a link to their main site on my main site. Does this really help?
