I want to use "Referral Ads by Google" for ebook sales. But there is no such a section in my Adwords account. But some advertisers use it. How do they use? Any idea?

Guyfromchicago; Thanks rep added I think the answer is http://adwords.google.com/support/bin/answer.py?answer=68166&ctx=sibling I should have 500 conversions to participate. It means I should pay for more than 500 clicks. It explains why do we see CPC ads more than PPA.
i tried a few times with the GooglePack download..made a few bucks. Turned out (at least a few months ago) that referral ads were still kind of buggy...eg. sometimes they appeared on my sites, sometimes not. Still, nice to knwo we have that option. Totally forgot about them.
We're talking about using pay per action via AdWords to advertise, not running the pay per action (referral) ads on your site via AdSense. At least I think we are
