    Yes any time someone issues a DMCA take down notice for a webpage containing stolen copyrighted material, Google puts this notice in the search results. The idea is to create a public record of DMCA take down notices that have been issued so that someone in the general public can spot when someone is abusing the DMCA to fradulently silence other "voices" (e.g. the Church of Scientology trying to use the DMCA to silence critics).
