Google's SERPs are based on PR and PR has got quite a high rating in calculating rankings. There are other factors involved as well, which affect minor changes in SERPs pretty much on a continuous basis, but PR updates (which don't happen very often) can affect SERPs quite a bit.

Yes I meant the toolbar. I'm sure the actual PR is updated all the time.
