It seems like an issue on some server (or some servers) rather than the whole network then?

You will not find any problems in uptime. they have good and fast servers. I think they have the best servers :)

but when it comes to support they really have poor support system they take too much time to reply.

Actually stuff like this happens all the time with affiliate marketing, not just with the hosting industry. Always happening everywhere, but never discussed. Sorry about it, man.

As for Hostgator, last year they were indeed good, and although I noticed a couple of times with their Live Chat...the guy wasnt really paying attention, everyone was recommending them.

I tired to sign up long time ago, but they made demands like below:

it seems they use ModernBill software which has a lot of scoring to "pass"...

My suggestion is to go with a host that talks to you and listens as well. When hosts get too big, they tend to lose this touch...but at the same time, its not easy to find a good host, trust me. I myself searched high and low for two long months.

Make no mistake the hosting aspect is very important to your websites and business. Get a bad host and you could lose a few hairs and more. :)
