Just today I began working on a script like this for my personal use cuz I haven't seen one with all that I want. It's a very easy script to create so I wouldn't doubt it was custom created. There aren't any signs in the structure/source code etc that makes it seem like one of the mainstream scripts.
IT'S written by php . it use some variable as : ?idtorate=selfshot102.jpg&rating=4 and method GET in php to process voting . Seem this site is a porn site
